Meet the Staff

Norm-Anne Rothermel

Norm-Anne Rothermel is currently the State Refugee Coordinator for the Commonwealth of Pennsylvania. She has been involved with the Refugee Resettlement Program since 2002. Norm-Anne has been employed by the Commonwealth for over 30 years. In addition to working in the Refugee Resettlement Program, she has worked in the Office of Fraud, Abuse, Investigation and Recovery and the Bureau of Child Support Enforcement. While working for the Commonwealth, Norm-Anne Rothermel also served for 10 years with the 193rd Air National Guard working in their Intelligence unit. She was involved in missions throughout Europe, the US and South Korea. Norm-Anne is a graduate of Indiana University of Pennsylvania with a Bachelor of Arts in Spanish and studied and worked in Mexico.

Of all the programs Norm-Anne has worked in during her State career, the Refugee Resettlement Program has been the most rewarding and the most challenging. She feels very privileged to have the opportunity to be an advocate for refugees, to assist them with the issues they face, and to work with the very dedicated individuals throughout the Commonwealth who provide much needed services to refugees.

"Give me your tired, your poor, your huddled masses yearning to breathe free, the wretched refuse of your teeming shore, send these, the homeless, tempest-tost to me..."

Those words apply to all immigrants, but especially to refugees.

 

Charlotte Fry

Charlotte Fry is herself an immigrant to this great nation. Born in the Caribbean, she grew up in The Bahamas and Barbados before moving to the United States in 1991 to attend college where she studied Psychology, Sociology, and Spanish History.

She began working for the PA State Refugee Resettlement Program (RRP) in December 2002. Prior to that, she was employed by Dauphin County in the prison system where she managed drug and alcohol rehabilitation and behavior modification programs.

For the RRP, Charlotte has oversight of the Central Pennsylvania refugee providers and two agencies in Philadelphia. She is also responsible for the Unaccompanied Refugee Minors Program and serves as the RRP’s website contact.

"This is easily the most important and influential work I have ever done...I am fully committed to the work I do for Pennsylvania's refugees."

In the summer of 2008, Charlotte proudly became a U.S. citizen.

 

Chasity Mosby

As the Contract Coordinator for InspiriTec’s Fiscal Administration Services Division, Chasity works with over 50 service providers maintaining over 65 vendor contracts for the Bureau of Employment Training Programs. Chasity’s primary responsibilities include, working with BETP Service Providers to receive, review and forward budgets, and budget revision requests, to BETP as well as accepting, reviewing and processing invoices to ensure prompt accurate payment to Service Providers. As the Fiscal Administration Division grows, Chasity helps prepare and expedite contract documents and works with InspiriTec’s accounting staff to help define reporting and Account Payable processes.

Chasity began her career at InspiriTec as a contracted Customer Service Trainer where she demonstrated the skills required to help InspiriTec develop the new Fiscal Administration Services Division and grow from the Refugee Resettlement Program to the Special Initiatives program which is continuing to expand to provide Fiscal services to BETP for several other programs.

 

Evan Shuey

Evan Shuey is a native of Carlisle, Pennsylvania and a graduate of Susquehanna University with a degree in Asian History. He spent 2004-2005 in China, Henan Province, teaching English to high school aged nursing students. Employed by the Commonwealth of Pennsylvania for the past three years, Evan’s experience abroad left him with a great interest in the various peoples and cultures of the world, making the Pennsylvania Refugee Resettlement Program a perfect fit. Evan currently covers seven programs and four agencies in the Philadelphia Metropolitan area.

Evan enjoys working for this program because he believes that refugees are the ‘best kept secret’ in PA. Their stories, struggles, dedication, and tireless efforts to start a new life are an inspiration not only to others but to their future fellow citizens. Helping such a diverse, unique, hard working, and fascinating population is both Evan’s honor and privilege.

 

Nick Spirelis

Nick joined the Refugee Program in November 2005. He currently manages the contractors in Pittsburgh, one in Harrisburg, and one each in Allentown and Scranton.

"I enjoy working in the program because I believe I can indirectly help refugees to become well-established and self-sufficient members of the United States by providing technical assistance and monitoring of the refugee service providers who assist refugees in employment and social services on a daily basis."
