Targeted Assistance Programs
The Federal Government periodically assesses the impact of refugee resettlement upon individual counties across the country, and provides additional targeted funding for enhanced employment services.
In Pennsylvania, both Philadelphia and Erie counties receive Targeted Assistance funds. The Philadelphia program, which has been operating since 1984, is administered by the City of Philadelphia. The Erie County program is administered under the prime contract by
Greater Erie Community Action Committee on behalf of the Commonwealth.
Eligibility for the Philadelphia Targeted Assistance Program (TAP) is limited to refugees residing in Philadelphia County who have lived in the United States more than 12 and less than 60 months.
Eligibility for the Erie Targeted Assistance Program (ETAP) is limited to refugees residing in Erie County who have one year of US work experience and have lived in the United States less than 60 months.
Pennsylvania Innovations
The Erie Targeted Assistance Program (ETAP) is aimed at assisting refugees who are underemployed and have failed to advance despite having worked in the US for one year. The program offers opportunities to employed refugees for off-hours skills training and support services, such as child care and transportation, to allow participants to receive training without placing additional undue burdens upon their families.
